Minimal HIV IG for the conformance sandbox. Depends on et.fhir.surveillance (and transitively et.fhir.core). Enables HIVPatient (requires an ART number), HIVEncounter, and HIVMedicationDispense for the medication-dispense scenario; the rest of the HIV content ships disabled.
